Investigation of the effects of meat and dairy exports on African countries through an analysis of trade flows, production systems, value chains and consumer preferences in the meat and dairy sector, and derivation of policy recommendations for relevant stakeholders. (IMMPEX)

Project

Project code: 28N1800017
Contract period: 01.01.2019 - 31.12.2021
Budget: 951,764 Euro
Purpose of research: Applied research
Keywords: livestock, poultry, pigs, dairy products, international export commodity

Against the background of repeated criticism of German export policy with regard to the export of livestock products to African countries, the question arises of what the actual exports to Africa are like and what they do locally. The aim of the project is to investigate the effects of German livestock product exports on the agricultural sectors in two African countries in which imports have been particularly criticised by the media or whose import share is particularly high. We have identified poultry and pork as well as milk and dairy products as the most important export products exported from Germany to Africa. Therefore, the planned research will focus on trading in these products. Based on our own preliminary work in the field of poultry meat exports to Ghana, the aim of this project is to supplement the picture of German meat and milk exports to Africa with an analysis of milk and dairy product exports and poultry meat exports to other countries in sub-Saharan Africa. Based on the results of our studies, recommendations for the future design of European export policy with regard to important livestock products exported to Africa are to be developed. The project is divided into five work packages, which are to be processed within the term of 36 months (M). In the first work package (M1-M2) we examine the extent and importance of imports of livestock products in Africa by analysing literature and data on trade flows. In the second work package (M4-M36) we examine how the situation and competitiveness of production in the African target countries presents itself in an international context. For this purpose, we use the agri benchmark method for the set-up of typical farms. The third work package (M7-M32) deals with the question of how the value chains in the two African target countries are organised and how the product flows of domestic and imported products are organised. This is determined on the basis of qualitative interviews. In the fourth work package (M1-M36) we examine the knowledge, attitudes, expectations and preferences of consumers in both target countries with regard to domestic and imported livestock products using quantitative methods. The fifth work package (M1-M36), which brings together the results of the previous four areas, will examine existing trade and agricultural policy measures with group discussions in the target countries and answer the question of what effects changed policy frameworks would have. After this inventory, we analyse the effects of a livestock strategy in Germany and identify policies that lead to a fair, sustainable trade relationship with African partners.
