Development of a concept for the coherent and differentiated remuneration of the environmental benefits of organic farming

Project

Project code: 2819OE125
Contract period: 05.05.2020 - 31.05.2022
Budget: 71,498 Euro
Purpose of research: Applied research
Keywords: agricultural policy, energy, organic farming, agricultural biodiversity, socio-economics, indicators

Organic farming provides additional benefits for society in numerous areas. These services are rewarded with higher prices for organic products and the area-related premium for organic farming. Since no further, performance-based differentiation is made in the design of premiums, the current remuneration system does not offer any incentives to implement management practices that go beyond the statutory minimum ecological requirements. Furthermore, the external costs of agriculture are not taken into account in the premium calculation. Against this background, the overall goal of the project is to develop an implementable overall concept for performance-based and coherent remuneration for environmental services in organic farming. For this purpose, (a) the factors influencing the provision of environmental services in organic farming are analyzed biometrically on the basis of scientific publications, (b) relevant indicators are evaluated with regard to their suitability (effectiveness, legality, transaction costs), (c) a fee system is created and checked and (d) developed a concept for implementation. In order to ensure a high level of implementation ability, the target actors (representatives from agricultural administration, farmers) are involved in the project from the very beginning.
