The animal welfare payments of the Rural Development Regulation and the provisions for animal housing and management of Organic Farming (Reg. (EC) Nr. 889/2008) are action-based. As a consequence they offer payments for adherence to management prescriptions rather than making payments conditional on the realisation of the benefits themselves. One essential prerequisite for such a result-oriented remuneration of animal welfare services is the availability of valid indicators. The aim of the project is to provide these indicators for dairy farming and to draft a scheme which allows for a transformation of the action-based approach to result-oriented measures. The following steps are planned: • Based on current research and interviews, a database of animal-based indicators for dairy cattle is assembled. • In a two-stage process, scientists and practitioners select appropriate indicators from the database. • On 70 dairy farms, the selected indicators are collected and relevant information on management and housing is assembled. • In the statistical analysis of survey results, relationships between the indicators and between indicators and risk factors are identified. • For the identification of the variance of identical indicators over time, a second survey round is carried out on the dairy farms. • On the basis of benchmarks and targets for the indicators, a scheme for the payment of welfare benefits is drafted and discussed with representatives of the administration, advisory service and Organic Farming associations. • Taking into account the results of the stakeholder-discussion, recommendations are formulated for a reorganisation of action-oriented results towards results-oriented measures for the provision of animal welfare.
