Purpose of research: Demonstration

LandZukunft is a pilot project of teh Federal Ministry of Food and Agriculture (BMEL). Our accompanying research serves the aim of collecting, arranging and analysing the experiences from the four pilot regions, the districts of Dithmarschen, Holzminden, Uckermark and Birkenfeld. The aim is to reach generalisable conclusions that inform decision makers for the design of upcoming policies.
The research to date shows that governance instruments must still be further developed and their use must first be learned in order to counter problems of legitimation, local power-imbalances and misallocation effectively. Thus if policymakers increase their demand for problem solving from those affected in the regions, and for this purpose strengthen new institutions which supplement the classic authorities of policy and administration, they are confronted with a difficult balancing act: they must make the support as open, meaning simple and transparent, as possible for all, and at the same time secure the total societal impact and legitimacy of the processes with suitable governance and monitoring instruments. Further research is expected to illuminate the important parameters for the governance of policies that transfer decision making competencies to the local level. Moreover, we hope to identify the potentials and limits of self-governed learning and decision making on the regional level.
