Planning research funding
Planning begins with the inventory: what is available, what research areas in the framework programs exist, what research aims are they contributing to. How many ongoing projects are there for a research aim?
This systematic approach is still too coarse at the level of research aims and research areas. Gaps or weakly defined areas can be better identified if the research sub-aims and the corresponding research sub-areas are looked at. It is precisely these detailed levels that can be hit through the following research aims.
