In its ratification of EU Regulations (EC) Nos. 178/2002, 852-, 853-, 854- and
882/2004, the EU provided Member States with new options for monitoring
food safety in conjunction with more flexible responsibility of food producers.
Following an integrated “from stable to table” approach, the focus of this AP
was risk-based meat inspection. So far, only few meat-packing operations
and authorities are using this new process. The center of the activities
was a comparison of existing regulatory monitoring systems, self-control
systems developed in individual operations, as well as their shared continued
development in Niedersachsen, Nordrhein-Westfalen, and the Netherlands.
A first step in implementing this task was to generate an analysis of a
comparison conducted on the existing different systems and structures in
authorities and meat-packing operations in Niedersachsen, NRW, and the
Netherlands. At the same time, a pilot project was conducted in a meat-packing
operation in the county of Rotenburg/Wümme implementing risk-based meat
inspection without cutting in pigs. Experiences from a pilot project that had
already been completed at that time in the Netherlands were accessible for
this WP thanks to the cooperation of the Dutch food safety authority nVWA
(nieuwe Voedsel en Waren Autoriteit). In the context of this pilot project, a study
was also conducted to establish verification methods in quality management.
