Mitigation measures to reduce grenn house gas emissions in agriculture are compartvely expensive, sometimes difficults to report statistically, and they are often only by-products of other environmental measures. Objectives of Kyoto protocoll should therefore be implememted in a cross-sectoral approach. This is also vali for bioenergy, which is sufficiently promoted through energy policies. EU agricultural policy should not focus on Kyoto objectives, but should flank processes where appropriate, e.g. with cross-compliance-standards for biomass production.
Objectives of the Convention on Biodiversity should be integrated better into EU agricultural policy, due to large area nees of the farming sector. Elements are furthr development of cross compliance, agri.environmental measures, less favoured area support, and financing the Natura2000-network from the second pillar. In case of abolishment of the actual set-aside regulation, the introduction of an ecologiacl compensation area requirement (simial to the apporach implemented in Switzerland) should be considered.
