Comparison of the German and Polish social security systems in agriculture: Impacts on social security, financing systems and financial development, distributional impacts
Project
Project code: FAL-LR-02-52
Contract period: 01.02.2003
- 28.02.2005
Purpose of research: Applied research
The comparison between the German and the Polish systems of social security for farmers had the following results: Despite great variety in entitlement rules, insured persons (spouses and family members working on the farm), level of benefits, etc., the sectoral systems for farmers have considerable problems in common: They have more old age pensioners than contributors, a high dependency on state subsidies, a low level of pensions and problems of compatibility with other old age pension schemes, if a farmer decides to change occupation. Experiences in Poland with KRUS, the agricultural social security fund, are in so far similiar to those in western European countries with special security systems for farmers. One has to bear in mind, however, that each country faces different problems within the area of social security, and has to look for solutions which suit its own socio-economic structure, specific conditions and needs, etc. A pure imitation of foreign patterns cannot bring good results in this area, but it may be possible and appropriate to draw on foreign experience and solutions to facilitate a country's own needs for reform.
