The Leibniz Competition (formerly SAW Procedure) is a competitive tool for allocating research funding within the Leibniz Association. Leibniz institutions compete directly with one another, submitting a maximum of one application per year for a project under one of the five funding lines. These funding lines are based on the objectives of the Joint Initiative for Research and Innovation. As a consequence of extending the Joint Initiative for Research and Innovation (Initiative II, 2011-2015), the Joint Science Conference (GWK) decided to delegate responsibility for conducting and steering the competitive procedure to the Leibniz Association itself. The Senate Competition Committee (SAW) now compares the applications and assesses their scientific excellence. The Senate of the Leibniz Association then makes the final funding decision on the basis of SAW’s recommendations.
