Evaluation of the EU legislation on organic farming

In view of diverse biophysical, climatic and agronomic conditions, diverse trajectories of organic sector development and organic farming traditions within the EU as well as after five years of experiences with Regulation (EC) 834/2007, the question arises, to what extent the existing legislative framework is adequate to achieve the global objectives of the regulation and organic production. Answers to this question are particular relevant since the organic sector is evolving dynamically and the existing organic farming legislation may need to respond to this. Against this background the evaluation of the organic farming legislation examines the relevance and effectiveness of Council Regulation (EC) No 834/2007 (Organic production and labelling of organic products) and its implementing rules with respect to achieving the objectives laid down in this legislation. This includes i) organic production rules, ii) rules on controls, iii) rules on labelling and iv) rules for trade with Third Countries. Possible unintended side-effects of the measures and deadweight will also be assessed.
