The EU-legislation on organic agriculture allows EU member states to exempt operators directly selling to final consumers from the control system under certain conditions. Germany has implemented this option through the national law on organic agriculture. Most of such operators in Germany do not participate in the control system according to the EU-legislation on organic agriculture, even if sometimes the corresponding conditions might not be fully complied with. The objective of the project was to clarify which operators selling directly to the final consumer are subject to the control system and which not. Furthermore, the project aimed to design an effective and efficient, risk based control program taking into account the legal requirements of the said EU-legislation. Main project outputs are a decision tree which allows a clear differentiation which activities of operators selling directly to final consumers are subject to be notified to the competent authorities and which not. Furthermore, the risks linked with typical preparation activities in food retail operations were categorized. A risk-orientated inspection program for preparation activities in food retail operations was developed, validated with pilot inspections, adjusted and described in detail in this final report.
