Purpose of research: Applied research

The ongoing land consumption for settlement and traffic purposes at the cost of agricultural land is one of the exceedingly difficult aspects of spatial development in the peripheral areas of conurbation. This development not only results exclusively from quantitative influencing factors, but also from the apparent regulation deficit within the system of spatial planning and land management. The accomplishment of this very urgent complex of problems is a great challenge for spatial planning and also for land management in Germany. Basis for evaluation of the instruments is the knowledge of the main influences of the consumption of land. The research project intends a statistical analyse in case studies. After that it must be cleared up which of them can be affected by the instruments of spatial planning and land management, to work out conclusions for the need of action. The means and methods of planning are both substantial and formal as well as organisational high grade extensive and sophisticated. The soil protection clause of the town planning law has already been implemented in the construction legislation in the july of 1987. This consistence however be opposed to abovementioned. The present research project be geared to put the instruments of spatial planning and land management on the basis of a differentiated research design into a critical fundamental analysis and assessment. Ensuing as a consequent scientific conclusion it is essential to formulate basic principles and recommendations for the advancement and the increase of efficiency for the system of spatial planning, particularly with regard to its practical application. On this specific background there are three elemental research questions: 1. Which factors and parameters mainly influence the consumption of land and which of them can be affected by the instruments of spatial planning and land management? 2. How are the established formal as well as informal instruments of spatial planning and land management developed, particular in terms of the potentials of spatial planning to control the development of agricultural land and the potential concerning the reduction of the agricultural rededication rate, how are they used in practise and which effects can be identified with view on controlling the land use and on the protection of open spaces? 3. Which demand concerning the form and content and furthermore for the practical application can be found?
