Funding of organic farming in Germany – Status, Development and International Perspectives

The aim of this study was to give the first comprehensive overview of the support measures carried out by the national and state governments to increase organic farming in Germany, and to place these into international perspective. The study is primarily based on data gathered by the responsible national and state ministries. The study period is from 1996 to 2004 (2005). Since 1989, organic farming has been supported in Germany with public funding. In the last 15 years the range of support measures has increasingly been broadened and now ranges across the entire value chain. In the framework of the study, the measures realised are presented in detail. A differentiation is made between promotional measures in production, processing and marketing, catering, consumer communication and trans-sectoral measures (such as research and development). A look at the support policies of other EU countries makes it clear that land-related organic payments have the highest significance in the most countries with regard to the level of funding. As in Germany, all other EU countries offer other support measures in addition to organic payments. It can thus be concluded that organic farming is in the mean time an established factor in EU-wide agricultural policy. The concluding analyses on the importance of support show that from the perspective of most German organic farmers, the support for organic farming - in particular the organic payments - are of very high significance. The comparison of the different promotional budgets in the agricultural area show that the specific promotion of organic farming is not significantly more than comparable domestic and foreign expenditures.
