Purpose of research: Applied research
The general objective of the present project is to contribute to the reduction of smoking-related morbidity and mortality by supporting tobacco product regulation. The present project aims to develop an up to date and prioritised list of hazardous smoke components, together with the criteria on which the list is based. This list is an update of the so-called Hoffmann list, which needs revision as it is outdated and has a biased focus on carcinogens. In this project, more attention will be paid to cardiovascular and respiratory effects. For developing this list, a European expert panel of toxicologists and pharmacologists active in tobacco product control will be established. This panel can also assist the European Union and/or its member states with other present and future problems concerning tobacco product regulation.This updated list enables the progressive reduction in the level of toxic chemicals in tobacco product ingredients and emissions, through periodic settings of standards. The list can be considered an expert advice to the EU and its Member States on which components to measure and what to do with the measurement results. The objectives support EU policies on tobacco products, e.g. Directive 2001/37/EC and the WHO-FCTC articles 9 and 10, which the EC is key facilitator (with Norway and Canada).These objectives will be reached by the following activities:1. Pre-selection of smoke constitutents, based on integration of existing data sets and literature searches on the constitutents of tobacco smoke, their amounts and assessment of their toxic hazards.2. Expert panel defines prioritisation criteria during a workshop.3. Prioritised list is formulated using these criteria on the pre-selected list.4. The final report includes the prioritised list and will give an outline to incorporate it in tobacco product regulation.
