Sustainability assessment of alternative forest management and wood use scenarios with special consideration of climate and biodiversity protection (WEHAM-Szenarien)

Purpose of research: Applied research

The potential of CO2-reduction of forests and wood use for climate protection, the adaptation of forests and forest-based land use systems to the possible consequences of climate change as well as the orientation of forest management on biodiversity objectives are key elements of the forest climate policy. The design of the forest climate policy is associated with numerous conflicts of interest and requires support for decision-making in regard to current and future courses of action. The National Forest Inventory (BWI) and the Forest Development and Timber Resource Modeling (WEHAM) provide an important basis for decision-making in regard to future climate and environmental policy options for forest management and wood use. With the WEHAM model, possible 'forest futures' of various forest management options can be projected. The WEHAM scenarios not only describe the potential raw wood in Germany, they also provide a data base for further analyses of the CO2 reduction potential of forest and wood use as well as the for the evaluation of the impact on forest development and other social objectives. The results of the WEHAM scenarios are an important basis for decision-making for stakeholder from politics, administration and economy (e.g. forestry strategy, biodiversity strategy or investments), and thus of central interest for almost all planning related to forest management and wood use in Germany. Based on the BWI 2012, federal and state governments, in consultation with the associations, develop the WEHAM base scenario, which reflects the expected future forest management. The WEHAM base scenario represents the current and expected economic and legislative framework of forest management, as current owner’s objectives of forest management, current and expected market conditions, as well as existing legal requirements (e.g. for protected areas) are addressed. It has particular significance, as it serves as a 'forest management reference level' in regard to the greenhouse gas reporting of the Federal Republic of Germany for the second commitment period under the Kyoto Protocol. In preparation of the BWI 2012, stakeholders from politics, administration, associations and economy were called to participate in the development of further WEHAM scenarios, in order to identify and evaluate alternative forest management options. Against this background, the research project aims for a development of possible forest management and wood use scenarios in a participatory process with stakeholders as well as for a comparative sustainability assessment of the scenario results with a special focus of the sustainability dimensions of climate and biodiversity protection.
